Initiative: Early Childhood Systems

Cause for Concern
The number of Wisconsin children in out-of-home care continues to grow. Currently, there are 207,960 children in Wisconsin day care agencies (this does not include children who are in non-licensed out-of-home care). Due to societal changes, more caretakers of young children have continued to enter the workforce resulting in an increased need and focus on the developmental care of young children.

Many of Wisconsin’s early childhood services are fragmented, duplicative, not coordinated and under funded. The first years of life are critical to the child’s development and proper attention must be paid to the training of providers and comprehensive services to children. Early childhood systems work to ensure children are healthy and ready to learn by the time they enter school. 

Our Role
The Alliance served on the state Early Childhood Comprehensive Systems (ECCS) state planning team that was responsible for developing a framework for a comprehensive and integrated statewide early childhood system for all young children and their families in Wisconsin. The Alliance conducted parent focus groups and key informant interviews to gather input on the following components of the plan:

  • Access to health insurance and medical home.
  • Mental health and social-emotional development.
  • Early care and education.
  • Parent education.
  • Family support.
